Background

The General Services Administration, Federal Supply Service (GSA FSS) Small Business Governmentwide Acquisition Contract (GWAC) Center, located in Kansas City, Missouri, has responsibility for awarding and administering contracts with small disadvantaged 8(a) firms.

The resultant contracts provide high-quality information technology (IT) solutions. These contracts will enable the federal marketplace to fulfill IT requirements. These contracts also provide the Small Business GWAC Center with the opportunity to offer Federal Agencies innovative solutions that deliver the best value to support their missions worldwide.

Requirements

General Scope

  • The Master Contract will provide Federal government agencies with IT services and IT services-based solutions on a global basis and is designed to support emerging technologies (ET)
  • In addition to IT services, IT services-based solutions are comprised of a range of ancillary support, but maintain focus on IT services-based outcomes
  • The scope of the contract will be based on six Functional Areas (FAs), described in paragraph 3 below. The ordering contracting officer (OCO) is responsible for determining the FA that most accurately represents the IT services being procured
  • The primary NAICS code for the Master Contract is designated as 541512 Computer Systems Design Services. Requirements that align with other IT services NAICS codes are within the scope of the STARS III GWAC. These NAICS codes include, but are not limited to: 541511, 541512, 541513, 541519, 518210

Contract Structure

  • The scope of the contract will be based on six Functional Areas (FAs), each grounded in one of four NAICS codes and their respective definitions. A prospective task order for IT services or an IT services-based solution should be vetted with the NAICS code from the complete NAICS system that, in the judgment of the customer agency, is most closely connected with/that best prospectively fits the IT services-based outcome. If the best-fit NAICS code is one of the six listed below, it is a STARS III candidate opportunity in the respective FA.
